Source Management Course - Controllers & Handlers

Course Aims

To provide participants with a thorough knowledge of the legal, organisational, managerial and ethical issues involved in the use of Covert Human Intelligence Source (CHIS) as an intelligence resource.
To provide an understanding of the importance of accurate and detailed briefing and de-briefing of source managers/handlers.
To provide participants with the techniques and tools for managing, recruiting and running CHIS.
Provide an understanding regarding the completion of CHIS applications and other necessary paperwork to the required standard.

Officers and Agents (Handlers and Controllers) involved and having responsibility for the handling or management of CHIS.

  • Identification of Information Providers.
  • Management of Intelligence.
  • Provide knowledge and understanding of tradecraft skills.
  • Explanation of Use and Conduct.
  • Explanation of different types of Rewards.
  • Understanding motivational issues of CHIS.
  • CHIS recruitment and cultivation.
  • Risk assessment.
  • Participation of CHIS.
  • CPS Perspective.
  • PII issues.
  • Ethical issues involved with CHIS.
  • Understanding of the application process for USE and conduct and associated documentation.
  • Practical exercise - continuous scenario, aimed to improve people skills and competence by the use of sequential practical exercises throughout the course, utilising role play in business situations.

Qualification

Institute of Legal Executives (ilex) Paralegal Vocational Qualification

Assessment

During practical scenarios, participants will be required to demonstrate their competence and skills, and achieve an acceptable standard. Objective examination based on Legislation, Codes of Practice-CHIS and Manual of Standards - CHIS.
