To provide participants with a thorough knowledge of the legal, organisational, managerial and ethical issues involved in the use of Covert Human Intelligence Source (CHIS).
To provide personnel with the knowledge and ability to fulfil the role of a management administrator.

  • To provide an understanding and explanation of:-
  • Identification of Information Providers in respect of Covert Human Intelligence Source (CHIS) as a valuable intelligence resource.
  • Necessity and proportionate issues in respects of all Regulation of Investigatory Powers Act 2000 (RIPA) applications.
  • Understanding of collateral intrusion.
  • Explanation of confidential material.
  • Explanation of Use and Conduct – CHIS.
  • Explanation of different types of Rewards including court text and letters of absolute discretion.
  • Understanding motivational issues of CHIS.
  • Dynamic impact and nature of Risk assessment, in respect of source and handlers
  • Risk assessment in respect of dissemination of intelligence product.
  • Participation of CHIS.
  • Rules and use of Government Protective Marking Scheme (GPMS).
  • The role of the Office of Surveillance Commissioners (OSC).
  • Ethical issues involved with CHIS.
  • The Human Rights Act 1998 and its implications.

Qualification

Institute of Legal Executives (ILEX) Paralegal Vocational Qualification.

Assessment

Objective examination based on Legislation, Codes of Practice - CHIS and Manual of Standards - CHIS
